Number and Amount:  Two $3,500 one-year scholarships will be awarded for study at either a two-year or four-year accredited institution of higher education.

Student Status:  The student should be a high school senior who will graduate at the end of the current academic year or a continuing student who is presently pursuing an Associate, Baccalaureate or Master’s degree on a full-time basis at a two-year or four-year accredited institution of higher education.

Limitation:  A recipient may receive only one scholarship award.

Council 32 Membership Requirement:  Members in good standing of AFSCME Council 32, their spouse, and their dependent children (including foster children, step-children and any other child for whom the individual member provides greater than 50% of his/her support) are eligible to receive scholarship awards. The term "member in good standing" shall include deceased members and retirees (if the retiree was a member in good standing of AFSCME Council 32 at the time of retirement and is currently a member of AFSCME Retiree Chapter 32) as well as current active members in good standing who have not requested or received any dues rebates for calendar years 2024 and 2025.

Application Deadline:  All applications must be submitted no later than April 17, 2026. Once submitted, all applications become the property of AFSCME Council 32 and the Scholarship Selection Committee. Winners will be notified by a telephone call and will appear on the Council 32 website. 

Additional Requirements:  All applicants are required to submit certain documentation with their completed application.

Alternates:  Two scholarship recipients and two alternates shall be selected each year. An alternate may be awarded a scholarship if one of the recipients elects not to attend college. Satisfactory completion of academic work shall be defined as maintaining at least a 2.0 average on all courses attempted in a term of study and being classified as a full-time student.

Selection Committee and Criteria:  Council 32 shall appoint an independent Scholarship Selection Committee which will be responsible for judging the qualifications of the applicants and selecting the scholarship recipients and the alternates. The Selection Committee shall base its selections upon the following criteria:

40% Scholastic Aptitude                      15% Employment & Altruism

20% Union Participation                      10% Financial Need

15% Leadership & Character

 

Disbursement of Funds:  The scholarship money will be disbursed directly to the Bursar's office of the educational institution at the beginning of each semester. All scholarship money not used by the student for any reason remains the property of AFSCME Council 32 and shall be refunded to the scholarship fund.
